What's the Plan?
We’re seeing a lot of development and growth in and around the Town of Farragut. Many of us find it very overwhelming and wonder why we can’t slow the pace. The vast majority of the property in the Town is privately owned, private property owners have constitutionally protected rights to reasonable use of their property and they can exercise those rights at their own discretion, so controlling the pace of development isn’t a realistic goal.
However, as a community we have the right to plan (TCA 13-4-201). The Comprehensive Land Use Plan Update (CLUP) is the Town of Farragut community’s plan. More specifically, it is the community’s long range overarching plan that steers the Town into the future. This land use plan envisions full build out of the Town and designates all property, developed and undeveloped with a specific land use. The plan was developed over the course of several months in 2012 with extensive public engagement and public input. The planning commission adopted the plan in December 2012. The planning commission and the Board of Mayor and Aldermen rely on it when making land use decisions.

The CLUP is broken down into chapters. Chapter 1 lays out the challenges we face as we continue to grow. Chapter 2 identifies eight key strategies to best deal with the challenges we face. Chapter 3 lays out the comprehensive plan map which is a physical expression of the plan's eight key strategies discussed in Chapter 2, this chapter also includes the descriptions of the various land use designations depicted on the future land use map. Chapter 4 shows several subareas of interest and Chapter 5 provides some expanded implementation tools as well as some concepts for consideration.
The planning commission and the Board of Mayor and Aldermen use the
plan to guide their land use decisions. When a property owner decides to exercise
his property rights where ever that property is in our Town, the plan can be
consulted to make sure the plan is being followed. As we've worked with the
plan through many rezoning requests over the years, amendments have been made
to keep the plan in line with what we value as a community.
